The European Commission has recently classified Vietnam as a “low-risk” country under the EU Deforestation Regulation (EUDR). This is an important milestone that will create favorable conditions for Vietnam’s wood and agricultural exports to the European Union.
What the EUDR Means
The EU Deforestation Regulation, effective from the end of 2025, aims to reduce global deforestation by ensuring that products sold in the EU are legal and deforestation-free. It covers major commodities such as wood, coffee, cocoa, palm oil, soy, cattle, and rubber.
Vietnam Classified as “Low-Risk” Under EU Deforestation Regulation
On May 22, the European Commission (EC) officially published its national classification system under the EU Deforestation Regulation (EUDR). According to the announcement, Vietnam has been designated as a “low-risk” country.
This classification is a strong signal for Vietnam’s agricultural and forestry export industries. Key products such as coffee, wood, and rubber destined for the EU will now face simpler control procedures, helping to reduce compliance burdens and business costs.
The EUDR, scheduled to take effect at the end of 2025, is a pivotal legal framework aimed at combating global deforestation. It requires that supply chains for commodities including wood, cocoa, coffee, soybeans, beef, palm oil, and related products such as leather, chocolate, and furniture be both legal and deforestation-free.
Alongside the risk classification system, the EC also announced adjustments designed to ease administrative requirements for businesses inside and outside the EU. Large enterprises will be permitted to reuse previously submitted due diligence declarations when re-importing goods already placed on the European market. The Commission emphasized that these measures are intended to make compliance “easy and efficient for all users.” To further support stakeholders, technical guidelines and FAQ documents have been available since April 15.
According to the EC, countries recognized as “low risk” will enjoy simplified control procedures, creating more favorable conditions for trade and exports. The Commission also reaffirmed its commitment to work closely with both businesses and governments during the implementation of the EUDR to ensure that enforcement is effective while avoiding disruption to legal trade and economic growth.
In support of this transition, the EC has increased funding for the “Team Europe” initiative to €86 million, aimed at helping developing countries establish legal, sustainable, and deforestation-free supply chains.
